I can't watch videos but from what I'm getting from the titles is that it's another SOPA-type internet censorship project. What are the additions/exceptions?
These people really do seem bent on censoring the internet for some reason.

Pretty much. This one, from what I pick up, seems to allow the government to obtain the personal information of anyone, as long as 'it's in the name of public safety'.
I'm just waiting for the day when the gov breaks down completely and just plain invite anarchy by removing the Internet altogether without any form of law or act

If it's not regulated, it must become regulated. Nothing new here; that's been the paradigm since basically ever, certainly after the New Deal proved it was permissible.
Time to look into darknets.

It passed the House of Representatives. I'm pretty sure it still needs to go through the Senate to be passed for real.
